This radiant modern building was the first commercial building completed after the opening of the New City Hall. At the time, politicians and city planners envisioned a downtown renaissance. The building consists of a two story horizontal base with a rising tower which is slightly offset from the footprint of the site. The original 15-story steel and concrete skyscraper was clad in brick and golden-hued aluminum panels.
